In-Person Public Meeting with Virtual Option

The Texas Department of Transportation (TxDOT) and Kaufman County are proposing to improve FM 460 from FM 740 to US 80, and FM 740 from Ranch Road to north of Maverick Drive in Kaufman County, Texas. This notice advises the public that TxDOT will be conducting an in-person public meeting on the proposed project with an online virtual option. The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The virtual meeting is not a live event; the materials can be viewed at your convenience. The materials will be posted online by Thursday, June 12, 2025 at 5 p.m. and will remain online through Friday, June 27, 2025. If you do not have internet access, you may call (214) 320-6625 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.
Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person instead of online. The in-person option will be held in an open house format. In-person attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants, and leave written comments. The in-person option will be held Thursday, June 12, 2025, from 5 to 7 p.m. at Rhodes Intermediate School, 775 Innovation Blvd., Forney, TX 75126.
The proposed project would reconstruct and widen FM 460 between US 80 and FM 740, and FM 740 between Ranch Road and Maverick Drive in the city of Forney, Kaufman County from a two-lane roadway to a four-lane (ultimate six-lane) divided roadway. A continuous 6-foot-wide sidewalk will be built on one side of the roadway and a continuous 10-foot-wide shared-use path on the other side. The existing FM 460 and FM 740 right-of-way (ROW) width is approximately 90 feet wide throughout the length of the project. The proposed ROW width is 120 to 215 feet wide. The overall project length would be approximately 5 miles. The proposed project would, subject to final design considerations, require additional right of way and potentially displace one residential and one commercial structure. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition and construction, can be obtained by calling TxDOT Dallas District Right of Way office at (214) 320-6675 or by visiting the project website.
Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection by appointment Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Dallas District office at 4777 E. Hwy. 80, Mesquite, TX 75150. Please call (214) 320-6625 to make an appointment. Project materials are also available online at www.keepitmovingdallas.com/projects/fm-roads/fm460-fm740. These materials will also be available in hard copy form for review at the in-person option.
The in-person public meeting and virtual option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. Written comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Dallas District Office, Attn: Liang Ding, P.E., 4777 E. Hwy. 80, Mesquite, TX 75150 or by email to Liang.Ding@txdot.gov. Verbal comments can be submitted by calling (972) 588-3200. All comments must be received on or before Friday, June 27, 2025. Responses to comments received will be available online at www.keepitmovingdallas.com/projects/fm-roads/fm460-fm740 once they have been prepared.
