Kaufman County Proposition A: A Vital Step Toward Safer Communities and Youth Rehabilitation

April 30, 2025
Kaufman County is at a pivotal moment. On Saturday, May 3, 2025, voters will decide on Proposition A—a $40 million bond proposal to construct a new juvenile detention center. This initiative, developed collaboratively by judges, law enforcement, and community leaders, aims to address the county’s growing need for a local facility dedicated to housing, educating, and rehabilitating juvenile offenders.
Addressing Overcrowding and Enhancing Public Safety
Currently, Kaufman County lacks a local juvenile detention facility, necessitating the transportation of arrested youth to distant centers. This not only strains law enforcement resources but also delays the rehabilitation process for these young individuals. The proposed 32-bed facility will provide a secure environment for juveniles, ensuring they receive timely intervention and support. By reducing the need for long-distance transfers, law enforcement officers can allocate more time to patrolling and safeguarding neighborhoods like Travis Ranch in Forney.
A Comprehensive Approach to Juvenile Reform
Beyond detention, the center is designed to offer educational and rehabilitative programs tailored to the needs of young offenders. Facilities will include classrooms and recreational areas, fostering an environment conducive to personal growth and reintegration into society. This holistic approach aims to reduce recidivism and promote long-term community safety.
Fiscal Responsibility and Community Investment
The financial impact on residents is minimal. If approved, the average homeowner would contribute approximately $2 per month toward the bond. Importantly, the county’s property tax rate will remain 28% lower than it was seven years ago. Additionally, seniors with a homestead exemption will not see any increase in their property tax rates.
“Based on the input of Judges, law enforcement, taxpayers & community leaders, the Kaufman County Commissioners unanimously agreed to place a bond referendum on the May 3 ballot to let voters decide on building a Juvenile Detention Center. Together, we studied growth projections of our county, current available space for arrested youth, rehabilitation needs, construction costs, budget options, and the tax impact before finalizing the plan for a new facility to house, educate, and reform violent youth. The Juvenile Detention Center will cost approximately $40 million and include fiscal measures to prevent cost overruns. If approved by voters, the average homeowner will pay around $2 a month. Please review the facts about the bond election in this website and take just a few minutes to vote in the May 3rd election.”
